Suppliers to Austrian federal government bodies must send structured e-invoices through the federal e-invoicing portal or Peppol.
Following the EU directive on e-invoicing in public procurement, Austrian public authorities at all levels must be able to receive e-invoices that meet the European standard.
Austria was one of the earliest EU countries to require e-invoicing for public procurement. Since 2014, suppliers to the federal government have had to send structured invoices instead of paper or PDF, and federal bodies process them through a central e-invoicing portal.
In B2B trade, e-invoicing is voluntary. Paper and PDF invoices remain valid between businesses, although many larger Austrian companies already exchange structured invoices with their partners, often through EDI or Peppol.
Austria has not announced a national B2B mandate. Even so, the EU's ViDA package will bring e-invoicing and digital reporting for cross-border trade within the EU, and Austria's neighbour Germany is already phasing in its own B2B rules. Austrian businesses that trade with Germany will feel that change first.
All suppliers to Austrian federal government bodies must send e-invoices, including foreign suppliers. Regional and local authorities must be able to receive e-invoices, and many of them ask suppliers to send them.
There is no legal obligation for businesses to issue e-invoices in B2B trade. In practice, businesses that sell to German customers will increasingly need to send structured invoices as Germany's issuing obligations come into force in 2027 and 2028.
Invoices to federal bodies must be structured and meet the European standard EN 16931. They must include the order reference given by the public body, and suppliers must be registered with the federal portal or send their invoices over Peppol. PDF and paper invoices are rejected.
For B2B invoices, the general Austrian VAT rules on invoice content apply. If a business chooses to send e-invoices, the recipient must agree, and the authenticity and integrity of the invoice must be ensured.
The national format is ebInterface, an Austrian XML format. Peppol BIS Billing 3.0 is also accepted for public-sector invoices, which makes it easier for foreign suppliers to invoice Austrian federal bodies with the format they use elsewhere.
Federal invoices are received through E-Rechnung.gv.at, the federal e-invoicing portal, which is connected to the Peppol network. Suppliers can submit invoices through the portal by upload, through web services or over Peppol.
HubBroker connects your ERP to Peppol so you can invoice Austrian federal bodies in Peppol BIS 3.0 without using the portal manually. We map your invoice data, add the required order references and validate every invoice before sending.
Inbound invoices from Austrian suppliers arrive in your ERP as structured data, ready to post. PDF invoices from suppliers that are not yet on e-invoicing are converted by HubBroker's IDP.
For businesses that trade across the German-speaking market, the same HubBroker setup also covers Germany's XRechnung and ZUGFeRD requirements, so you can run both countries from one connection.
